Kala Su port master plan has been approved
近日,新疆维吾尔自治区人民政府下发新政函[2008]69号《关于卡拉苏口岸总体规划的批复》文件原则同意卡拉苏口岸总体规划(2007年—2020年)方案。这标志着我国与塔吉克斯坦边境卡拉苏口岸建设工作正式进入开工前期准备阶段。
新疆维吾尔自治区下发的《批复》中明确要求:
1、卡拉苏口岸是我国与塔吉克斯坦相通的国际公路客货运输口岸。要科学发展观为指导,坚持经济、社会、人口、环境和资源相协调的可持续发展战略,统筹做好口岸规划、建设和管理的各项工作。要大力发展口岸经济,促进商贸物流业发展,加强基础设施建设,逐步把卡拉苏口岸建设成为经济繁荣、社会和谐、设施完善和生态良好的边境口岸。
2、合理使用确定建设用地规模。规划口岸年过货量30万吨、出入境人员4.5万人次,近、远期建设用地分别控制在14.6公顷和22公顷以内。重点建设联检监管货物区,统筹做好各项配套设施建设,逐步完善口岸功能。
3、建设资源节约型和环境友好型口岸。口岸建设与发展要走节约资源、保护环境的集约化道路,坚持节流、开源、保护并重的原则。要严格实施节能设计标准,加强经济建设、生态保护工作,建设生态口岸。
4、加强口岸基础设施建设。要做好口岸对外交通通道建设,逐步完善口岸道路网和交通设施,合理确定各项基础设施建设标准和建设时序。
5、严格实施《总体规划》。《总体规划》是指导口岸发展、建设和管理的依据,口岸规划区内的各项建设活动必须符合《总体规划》的要求。要依据《总体规划》抓紧编制详细规划,完善和深化有关专业规划,齐心协力把口岸规划好、建设好、管理好。
根据新疆维吾尔自治区人民政府批复《总体规划》要求和喀什地区行政公署近日下发的《关于卡拉苏口岸各查验机构生活基地建设用地规划及有关事宜的通知》(喀署字[2008]73号)文件要求,目前卡拉苏口岸出入境检验检疫、边防检查、海关等查验部门正在抓紧制定各自查验机构所需生活基地建设用地规划及其他具体设计等各项工作。
Xinjiang Uygur Autonomous Region issued a "letter" in a clear request:
1, Kala Su port between China and Tajikistan is linked to international passenger and cargo road transport. To be guided by the scientific concept of development, adhere to the economic, social, demographic, environmental and resources to coordinate the strategy of sustainable development to co-ordinate the port to do a good job of planning, construction and management of all work. To vigorously develop the port economy, logistics industry and trade to promote development, strengthen infrastructure construction, step by step to Kala Su port into economic prosperity, social harmony, improve infrastructure and ecological well-border crossings.
2, to determine rational use of construction land. Planning points over the volume of 300,000 tons, 45,000 immigration officers people in the past, long-term construction sites were in control of 14.6 hectares and 22 hectares or less. Unit to monitor key areas of goods, to do a good job co-ordinating the construction of supporting facilities and gradually improve the function of ports.
3, building a resource-conserving and environment-friendly ports. Port construction and development resources to go to save and protect the environment of intensive road, adhere to the cut, open source, the principle of equal protection. It is necessary to strictly implement energy-saving design standards to enhance economic development, ecological protection, ecological construction of ports.
4, to strengthen the port infrastructure construction. To do a good job in foreign ports traffic-building channels, and gradually improve the road network port and transport facilities, to determine a reasonable standard of infrastructure and construction timing.
5, the strict implementation of the "master plan." "Master plan" to guide port development, construction and management of the basis for planning ports in the region of the building must comply with the "master plan". To be based on the "master plan" pay close attention to the preparation of detailed plans to improve and deepen relevant professional planning, to work together to port planning, construction, and good management.
According to the Xinjiang Uygur Autonomous Region People's Government approved the "master plan" in Kashi Prefecture and the Civil Administration recently issued a "Kala Su port on the life of the inspection agency bases and land-use planning matters relating to the notice" (Cameroon Department of the word [2008] No. 73 ) Requested documents, the current points Kala Su exit inspection and quarantine, frontier inspection, customs inspection, and other departments are paying close attention to the development of institutions required to check their respective bases of living space planning and other specific design work.
