美欧向WTO提出申诉中国原料出口限制

    美欧申诉书中提到的原材料包括矾土、焦炭、氟石、镁、碳化硅、金属硅、黄磷和锌等。美欧认为，中国对这些产品采取的出口配额、出口税以及最低出口限价等措施对美欧利益造成损害，也违反世贸组织规则和中国加入世贸组织时所作承诺。

    中国商务部２４日正式作出回应。商务部有关负责人表示，中方已收到美国和欧盟的磋商请求。中方与美国和欧盟就中国有关原材料出口政策一直保持着沟通与接触。中方有关出口政策的主要目的是保护环境、保护自然资源。中方认为，中方的相关政策符合世贸组织规则。中方将根据世贸组织争端解决程序妥善处理有关磋商请求。

    据悉，根据中国加入世贸组织协议，中国有权对近百种原材料等产品实施出口限制。按照世贸组织争端解决程序，中国和美欧将有约６０天的时间进行磋商。如果磋商无法解决问题，美欧可以要求世贸组织设立专家组对此案进行审理并作出裁决。
